Description
Areas of responsibility span wireless network elements such as; BSCs, RNCs, TCMs, TRAUs, and 3G KPI probes.
Analyze the forecast to identify BSC/RNC requirements (including adjunct equipment such as TRAU and Probes).
Trigger (kickoff) new BSCs/RNC Additions (Jspecs).
Prepare BSC/RNC associated data fill. Complete vendor questionnaire (TND/CIQ).
Provide detailed Level 1 design packages to the Implementation Team for network element upgrades, expansions, rehomes, and site de-commissioning.
Lead RF/MSC/Interconnect/other planning groups in the development of BSC, RNC, and MSC boundary designs.
Review, analyze, and forecast all network element upgrades, additions and growth.
Develop cost benefit analysis for growth, additions, and changes.
Obtain Technical Approval on BSC and RNC elements.
Prepare BSC/RNC Budget requirements; issue Authorization for Capital Expenditure forms.
Assist with budget submissions.
Gather data from network nodes and/or Prospect, analyzes relevant information and set forth a plan to augment highly utilized or remove underutilized resources.
Optimize performance and identify improvements to remove traffic throughput bottlenecks.
Manages outside vendors (Lucent, Ericsson, Nokia, and Nortel etc) to ensure that orders are placed accurately and received in a timely manner to meet project timelines and that pricing is favorable to the corporation. Interface with major outside vendors to address equipment requirements, resolve equipment design disputes and resolve invoicing and other payment issues, keeping network projects on schedule.
Work with Finance and Market management to ensure accurate capital budget forecasting and that all ordered equipment is received and transferred into asset management.
Resolve delivery and invoice discrepancies with suppliers. Maximize capital efficiency by timing of procurement and cost control (CIP).
Bachelors degree in technical discipline or equivalent experience.
At least 5-7 years in wireless telecommunications field, preferably with a wireless service provider.
At least 3 years in an engineering role.
Regional or market level planning experience is highly desirable.
Proven track record in demonstrating ability to research, analyze, and compile data needed for network planning.
Familiarity with Nokia, Ericsson, Siemens, Nortel BCSs and Ericsson RNCs. BSCs/RNCs.
